You should check if the player got autobanned by the bot before making a leave-ban-request. In the ban list its showing clearly that he was autobanned by the bots twice for leaving.

A player is not obligated to draw. Could be considered bad manners, but not a rulebreak.

Its pretty common to upgrade HP first, usually when the team have immolation or stomp in preparation for a big send on early waves (like 6/7).
