2 instances of he's blatently maphacking aren't enough to ban someone?

both times stated above, 56:11 and 64:45 are times where egm(rubick) made his maphack obvious.

Within the last week or so, I've been getting disconnected quite often. As far as I'm aware, nothing has changed my side... was wondering if it was a known issue or anything?
It's really annoying, and obviously I'm getting banned also because of it.

I've crashed out twice, which has also resulted in a ban :/
