It's definitely a bug between TB and Ice-Troll. Since Ice-Troll only works on melee units this bug is also only noticeable on melee waves.
You hold level 9 with 2 TB and 1 Ice troll, you hold level 7 against send with 2 TB and ice-troll, etc. Broken.

Please look into it.
If you combine these units you deal around 5-6 times as much AoE as you should. It's clearly bugged.

Could only reproduce it for TB and Ice-troll (Unupped or upped, doesnt matter), don't know if other combinations are possible.

But do you really need an opinion for this? _Clearly_ it HAS to be the way you propose. As many others i would actually love to see 1.2k+ rules on Ent 18. Maybe even on a different bot, where you basically have 1.2k+ rules without having to be 1.2k+. Ent 18 can then be the crossing-server or whateve...
