Also, Mogul'Kahn (aka Axe) is an agility based hero, but his new dragon strength ability grows his strength. Is this intentional?

Axe's Dragon strength still increases STR, while he is an AGI-based hero. Is this intentional? Additionally, it seems that Pudges's Hardened Skin ability isn't working, or at least doesn't decrease damage by as much as the tooltip says.
