The issue seems to be resolved now.

If you have your cd keys, go to battle.net (online) and register your cd keys with Blizzard. Then, they allow you to download Wc3 directly from the website. You need to make sure to change in gproxy.cfg the following value:
war3version=27

Since Blizzard updated Wc3 to be 1.27, all GProxy tutorials are probably out of date.

Well, GProxy isn't going to be "up to date" because no one has touched the code in years. The most recent available is whatever you can find online.
