The game you're trying to host could also possibly be corrupted, which is usually the most common problem.

I've attached the map to this post. It was previously hacked, but I spent a couple minutes removing the cheatpack. Map isn't in English, however.

If it were hosted, I'd definitely play it. I agree with karasu. though, if it gets hosted, rule #2 shouldn't be included.
