We should have a bot with a specific name (i.e. Entidih) that hosts games once a week every Saturday for an allotted interval of time (i.e. Noon - 5pm GST-5:00)
Only players that pass a test should be allowed to join the games hosted by this bot.
Just so we can have a decent game once in a while.
With rules such as:
Two people per base maximum (Satyr is exempt from this rule)
-BR or -RD (-Ar only with the titan's approval)
-Froff (Maybe, considering how bad everyone is)
No early basing for the first 5 minutes unless the titan kills someone (before the 5 minutes).
!shuffle 3 times if titan does not consent to playing.
You may only share control with your partner (basing) and observers.

Sounds good. Like you mentioned, a reasonable starting time which benefits players from Europe, US, etc. must be picked to determine when the ID inhouse bot will start hosting games. As there is a guaranteed knowledge there won't be many players who possess the required skill to play it may be better to group up in lobby then host games from there as inhouses start whenever 11 players are available and just cycle through those players as titan. The lobby name will be posted on the stickied topic.
I am skeptical about the bot hosting through a time period because, as I said before, inhouses start whenever 11 players are available and those players all remain for the next game and cycle through titans. If there is enough approved players to play after a first inhouse game is started they will remain in the lobby until the first inhouse is finished. This takes time, and they will most likely not wait and just join a pub. I have doubts that there are 22+ qualified players to be able to have more than one inhouse at a time, as they need to be capable of playing titan too, and I don't see very many capable titans when playing. If the players do stay and the first game ends, the first group will be split and the same thing happens again. Although this is good to mix up the players, (assuming there is enough), the same thing repeats itself.
There is a good chance most of the participants will be in an ID clan such as StiD@euro and BTI@east, with the addition of a few exceptional pubs. (Or whoever passes the test whatever it happens to be)

As we can't gather in a channel because of multiple realms, hosting a lobby is clearly the best option, so you're going to need the autohost bot. However my suggestion is to limit the max games to one (1). So only when the first inhouse is over will the bot host another game.

Why not just create a lobby to congregate in. This solves the different realm problems.
We can also change bots every other game if necessary. US/Canada lag on euro bots, Euro lag on US bot.
No eb first five minutes+ imo.
No lumber feed from more than one person (same person all game). Or no feed at all.
Should be no euro imo, we should make a poll for times and a poll for euro or no euro.

I agree to the no euro rule! This base is seriously unbalanced. You can place about 50 Towers that can all shoot the titan at nearly every stage of the siege, its by far the strongest base.

Euro should be allowed + a good titan should be able to handle all bases ( Since we are in a İH every player should know how 2play titan )
