Changes about buffs

I've redone how removing buffs works be it punish or detonate. It no longer will remove buffs that seem like they're positive but are negative in Warcraft 3's eyes.

With this new system added as well, certain buffs which are mainly Titan ultimate's cannot be debuffed allowing you to siege without worrying about a Furblog Shaman purging you and losing your ultimate during the fight.
