Question about ban
I understand that stealing item is a bannable offense. I have a question about dropped items. If a titan hunter drops items after it dies, is it considered stealing if other take them? If that's considered bannable, It wouldn't make sense to add the feature to drop items upon death

Yes, it should be in the map. But that doesn't mean that everything the map lets you do is "fine". ENT enforces their own rules on top of the maps functions in order to provide what they see as a fair game.
In any case, stealing your team mates items on purpose is a dick move no matter what game you're in.

If the builder whose hunter died wants the items back, then you should give them back. Else it can be considered item stealing - regardless of what items you pick.
If the builder doesn't want them back, you should be free to pick them. As Neco mentioned, hunters arent supposed to drop them but that's how the map does it.
