is ball and relocate now banned from lod?

i cant save replay at end of game anymore, why is that?

With regards to your replays.

Have you checked your Documents/Warcraft 3/Replays folder?
The folder itself got migrated with the 1.28.x patches for permission reasons.

Also, you can enable auto-saving in your main menu => Options => Gameplay.

No it's not banned
