I am so sick of seeing people kick me or get kicked from a game just because they are having trouble with that particular game. When vote kicking it even says that you should not kick someone for being a noob! Is there a way to get people banned for doing this, or some sort of warning that can occur if posted about it?

Yes there is. Go to Ban Requests section and fill in the requisite information. We'll take care of the rest.

I've gotten several votekick abusers banned.

noob and feeders are 2 different things
they should know

Kicking a beginner is not allowed.
We encourage new players to play and improve.
As mentioned, please submit a request on those who kick you.
A ban on them will materialize if you are not guilty of item destroying, intentional feed or afk.

can u clearly declare in some text when games starts when is not possible newbie from game, votekick is abused almost everygame i play ...(99 percent of games)

A message comes up when a votekick is initiated. One votekick attempt is not abuse if the person GENUINELY didn't know the rule. Note that EVERYONE sees that message once initiated, so anyone who votes after seeing that message is guilty of abuse if they have no reason to suspect a rule is being broken.
