Here's a tale from before slavery was abolished:
In the US, the number of representatives a state gets in the House of Representatives depends on the population. There was a debate on whether or not slaves should be counted as part of that population. The southern states wanted them to be counted to increase their power in the House of Reps and the northern states wanted them not to be counted to sustain their power in the House. So there was a compromise struck that counted slaves as 3/5 of a person when counting the amount of people to represent.
3/5 of a normal person = black person ---> 3/5 of a black person = 9/25 of a normal person
