plz fix elo ballance

Teams should always be like the bot made them, unless everyone agrees with swaps. That being said, a majority voted for random teams with scaled Elo so we will finish this season like that. We did a very extensive search for what people want by doing two polls (about random/vs balanced and scaled Elo vs 15/15), at the end of last season, so we will go by that for now. If you want to change something you can always make a poll and try to get a majority behind you.
