If you want delays against rules. The only way to logically make this against rules is to ban all forms of delaying. Including split mass t1 or any other tower that its only purpose to delay purposely leaking list goes on and on.

Aside the clogging, cant both sides just delay?

Everyone can build delays it each owns choice to build them or not.

Hey, havent been active lately due to UNI, but i'll just share my 2 cents.
I have always thought any form of delaying/clogging is disgusting and has nothing to do in this league, and nothing to do with actual gameplay. It started as a last resort/backs against the wall kind of a play, and rose to prominence due to its abusive nature and skill-free execution. if u ask me, aside from a handfull of immoral players, most people who use it, for the most part, do it because they know their enemies will, or might.
The main issue, as everyone mentioned, is enforcing it, which can't really ever be as straight forward as enforcing DC or AS, since we're dealing with the grey area here. but if u ask me, when someone is trying to delay, and when a team is trying to clog, it's as clear as day to every league member and anyone who is involved, and it doesn't require a degree in LTD ethics to be the judge of that. im sure polls can be made, some slaps on the wrists in inconclusive cases can be given, and a jury of the people can be assembled to ensure fairness . what it would mean, is that the there would be some people who might get an unfair treatment at the start, u can even say that some people would be made examples of, but IMO all u need is to create a fear factor, which is more than justified here, and at the beginning the punishment should be light, until people get the hang of things, but i don't think that ignoring the problem is the solution here, u gotta start somewhere. i vote KRUMME for high council.
