Question about the new AS rule

Hello

I've seen that the new as-abuse rule came into effect. But can someone please tell me for what reason AS should be generally prohibited? Or is AS only prohibited for delaying the own units (so the creeps run straight to king)? Sorry if there's already been a thread about it but I don't feel like browsing the whole forum.

You can AS to catch leaks and around the king area on your own creeps.

Using AS to delay your creeps respawning to the king and using AS on AI creeps are both prohibited.
