I already posted all the pms which we gave each other and my opinions in Administartion part before you going to appeal here for netural opinion.
I will say clearly what is your problem.

Turret : when you leak lvl 3 without their send = bad. What was worst is you leak lvl 5 , about 14 hawks without enemy sending nothing. leaking lvl 5 with turrets when they send nothing is so bad when you play turrets.

Mortar: you leaked 15 pigs at lvl 4, building unnecessary tot at lvl 5 and leak full against their send, you build 2nd tot at lvl 6 and still leaking 7 golems, you build Meliai for lvl 7. What can I say more about this ?

Nm: You go 7/2 with 2 nm, 1 swamprunner, 3 hatchlings and leaking lvl 5 ( not even holding your lane ) when your team has mortar , aqua , spawn. Can you explain your move? I think you should have defended lvl 5 for your team.
You build neotank for lvl 10 to hold bosses.

To be honest, Aqua was only replay which I thought just normal. ( making 8th oceanus at till lvl 12 was not good to be honest, but compared to other replays. )

I already asked Hutzu and Diablo_ about their opinions. Please wait and see what they say. I won't comment anymore.

Finally, Now, I really regret I did long comments on your application since I was respecting you to fix bad things.
If you want to appeal, please watch again your mortar, turret, nm replay and answer my questions.

I have to deduce all replays posted from lihl players when they asked vouch r perfect. so why play in lihl? we can be perfect playing in pub. Absurd.

Yes 2 nm and one upgraded swamprunner holds 5 with ease

Yes there is only one mortor build

If I saw someone building mortors then randomly mixing in 2 tots for no reason I would rage him

First, when you play nm and your team have mortars, aqua, spawn. And they did send at lvl 2, scouted mortar, spawn. Do you think building 2nm 1 swamprunner and 3 hatchlings and pushing 7/2, leaking his own lane, not even going mid is good play?

Second, I would not count PUB ELO to LIHL section.
LIHL is different from PUB, due to several things.
Antistuck, Cross, Merc is not allowed in LIHL, which are allowd in PUB.
If you saying Pub elo is important part, when I got unvouched from LIHL I was nearly about 2200.

Third, mortar build was worst replay I saw so far in LIHL application.

Every LIHL player is not perfect, but as I mentioned up, they don't leak lvl 5 with turrets, nor they don't push hard with nm when your team play mortar, aqua, spawn.
Furthermore, they don't play mortar like that for sure ^^

While I agree with the biggest mistakes Wolf noticed in your application I think he might have been a bit too critical (tho I think his main purpose was to give you useful feedback, not to "bash" you)
Not everyone plays the same way etc and mistakes like leaking 4 or 5 happens to everyone at times. But the big mistakes he mentioned really are a bit crazy (Neo for 10? Meliai for 7? 2 Tots for 5?)
Anyway, be patient until you hear from us ^^
