So, this is one of the case I mentioned here:

lvl 16: green built two split towers to split himself and make sure he leaks lvl 16 for dd time, although I think he would have leaked anyway.
lvl 17: each player on scourge built delays to stall some time. They leaked like 63 which is not 60% based on our clog definition. But, I do see clustering of units at mid due to demons and krakens (which is why I suggested whether it was possible for sends to have phase ability on the new map) due to demons n kraks.
Problem:
1) syncing leak or leaking at similar time = more bumping of units = clusters = clog
2) fat units such as krak demons = more chance of cluster
Questions that come to mind:
1) Should we ban split towers?
2) Should we ban delay towers? or Should we ban dead value towers to sync leaking same time as others in your team to produce clusters?
3) Wasnt one of the reason dark green area was banned was to prohibit delays? Why hasnt building delays at front not been banned so far? legit strat + bcz all else can do so?
We currently dont ban for just "clogging", but only if clogging due to undervaluing and if there are consecutive clogs. There was no clogging at lvl 16 (therefore no consecutive clogging 16-17), so demanding !ff is not right. I do understand the reason you would say this is clog and should be banned, but by current clog rule, it is not. Leaking time were similar, but scourge came down bit slower than it should have due to delays built, more leaks+sends producing more clusters. Sentinel did leak more demon and only had 1 heal. Scourge did try to "sync" their leak time to produce clusters.
-What if one of the lanes were to must build delays to desync leaking time (while others cannot build delays)? I guess this is not so practical...
-We could ban delay or dead weight values. Not sure about split towers. Or, make it so all towers must be built between 2 tower space range of each other.
I do not think limiting the type of sends is a viable idea. + I do not think we can control this type of case further since what towers you guys get is a random roll (= how fast you would clear or how much you would leak at x level).
Scourge did have two more heals left at the end. It was a fair loss considering what happened and what was legit and not imo. Aside the clustering at mid, with no delays from other team or if your team also built delays, would you have won the race?
