The first step in troubleshooting internet issues is from the source: the signal strength that comes from your ISP.
check if the signal is within range.
a higher power level in the forward path ( downstream ) means a strong signal.
a lower power level in the return path ( upstream ) means a strong signal.
a weak OR strong signal outside the range is bad and can cause internet issues.

an attenuator is used to lower a strong signal. it is rated in db.
in this case for example an attenuator of 6db will lower the power of the downstream by 6 dmvb and increase the power of the upstream by 6 dmvb.
the upstream would still be out of range.
its always better to call a tech in this case.

if you see values other than 0 under QPSK that means you have problems, the modem changed your modulation.
weather also affect these values, a colder weather causes less resistance in the copper coax cable and therefore increases your signal strength. warmer weather lowers your signal strength.
the different channels you see, are called bonded channels, you see so many channels only if you have a docsis 3.0 modem, if you have an older docsis 2 modem its recommended to upgrade your modem. bonded channels are like a highway with more lanes to process data, therefore faster and more reliable.
if your modem values are within range and you are still having issues here is what you can do:
( you can google the following commands for instructions )

ping google.com -n30
tracert google.com
Reset modem 30/30/30
ask ISP for a test modem
proceed to troubleshooting your router
do not say to your ISP your signal is out of range, say you have intermittent disconnects or drops.
