Lobby stalling has always been banable.

He didn't really stall the game; people were talking and he may not have seen your message. He was kicked several times amidst all the banter going on, and people were even talking about him potentially playing, so that seems more like a miscommunication than anything. Even if he did see your message, that is no reason to use the !ban command. Unless you are ENT mod, that command is not to be used (and even then it's very rare), so please refrain from doing so in the future. You come here to report; don't take matters into your own hands. That already got you in trouble before.
