Any further thoughts: I warned him it was a rule violation, and he lied, pretending he was trying to talk with his own team even though their king wasn't under attack, or even leaked to.

@Avatar_Ship don't think that's a rule violation. slight trolling maybe. but definitely not a violation. if he paused or saved game then ya. but this case I don't think so

Using all chat to try and mess up the other team's heal has been a rule violation up until now, has this changed?

I believe it falls under this general rule:

Do not ruin the game on purpose. For example, by intentionally feeding, attacking or using spells/items (like Toss or Force Staff) on teammates.

The player's on the opposition team use the !ignore command if you do not wish to hear what there saying.
