He was warned that its bannable and asked to be a builder around the 3rd time. When no one answered him back he kept leaving and rejoining probably in hopes that one of the builders will leave. I counted 8 times while we were waiting for a titan player
EDIT-----
He joined again on his 9th try and by then one of the builder left and he stuck around so he got what he wanted by stalling.
