i told him it's not allowed, he said he will annoy me, juggled from lvl 1 til 17 to try "something new"
it was really annoying as hell and he knew it, let the game last til lvl 17 for 53!!!!!!!!!!!!!!!!!!!!!!!! minutes.
Imo should be huge ban since he not only knew he breaks the rule but also wasted time and nerves ^^
