Any further thoughts: opponent team does not want to kick their opponent team player, because either they did not see or did not heard them type the offence. How do I prevent a game ruined and make sure a votekick is passed regardless any player did not witness such offence or not.

@heyoyo Ingame there is not really anything you can do part from VK and trying to talk to the others ingame like trying to !draw it aswell. (prob stuff you alrdy did & know but..)
afterwards you can report the players you feel did not behave after ENT's standard, that might get them banned and hopefully informed about how they missbehaved.
As the VK needs a % from the players ingame 1 way to make it easyer is to lowering the % but that might result in missue but if you make a good case and get suport from other players (for that map/bot) it can be passed. Can also try to point out in the chat why the person deserves to be VKed, but if it's only for the stuff they typed might be easyer to mute them and report them afterwards when you can show the chat itself

Not really a way to be honest, just try to be as clear and precise as possible, and if it was clear that players refuse to make a votekick, you can then report after game has ended.
