He does mention "Meant to say in allies", however his team held, and they would never need the heal so his reason makes no sense; However your team was definitely gonna need the heal on that point as well, still and as far as i remember, this tactic of saying "heal" when it was healing turns, was definitely bannable.

So if i had to make a call here, i'd go with a warning (considering there wasn't impact here - Your team still needed the heal at the precise time he called it).
