Violated Rule(s): Refusing to cooperate with team. Only worried bout his frags. I mean, he did well killing enemy heros but didn't cooperate with team more than 2 or 3 times during all the game.
Time of Violation (in-game or replay): During all the game, special mention 20 min to 30 when we were pushing and he was away.
Any further thoughts: truth is myself wanted to FF, anyway I didn't ruin the game. He did.
Of course, another new account.

Hello there olddaysdota as far as I know, refusing to cooperate is not against the rules (someone please correct me if I am wrong). Refusing to play, suicide, and feeding are. So unless vova did one of the above, or broke one of the rules mentioned in the links below, I do not think that he will be banned.

Hello fullmethash, thanks for the answer. Depends on the situation, not cooperating with team equals to game ruin. This is why I posted this ban request. Because I truly think he did not care bout his team or winning the game, just about his frags and that's kinda unfair in a team game.
He being away from the team provoked that we could not rax in early-mid game transition ... so In my modest opinnion, that's game ruining. He was not a new player, just look at his build. He went a solid Yurnero build, so he knew exactly what he was doing ;O
If he wants solo he better play minecraft ^^

Basically 90% of the game he's farming creeps/scourge spawns. The only time he cooperated with his team was when they were nearby. It feels like I should almost post timestamps of where he helped rather than where he didn't cooperate. I can say that there would probably only be around 5 instances. Even with the kills he made, most of them were solo or last hits. The only real participation in this game doesn't happen until about 40 minutes into the game. He still farms scourge at times, but definitely helps a lot more than before.
However, there are still too many instances to which I am convinced he was more of a solo player this game.
vova@europe.battle.net should be punished for ruining the game due to lack of cooperation. 100% an experienced player who decided not to play a team game as a team.

There is no clear-cut line for it. For example, you can not ban someone because he happened to be far when the enemy team was pushing once.

A lot of factors to consider here -
*Watching the entire replay, jugg honestly seems like he did fine. When looking for ''refusing to team play'' and other-things within that nature generally consists of the refusing part which didn't seem intentional to him.
*When you try to report for this type of violation, I almost always expect to see this behavior addressed in-game and not just mentioned at the very end of a loss. When someone holds the potential to change the game especially with a hero like jugg, I'm sure any potential lack of cooperation is easily noticed by the team.
Following this, the notes mentioned by the OP seemed fine to me, for the most part. While he may not be the pefect teammate, I don't see a reason to ban.
If I've missed something or if there's any further concerns, feel free to PM me.
