- There is no rule against selling. Only selling to gain advantage on racing levels is forbidden. He just suicided right from the start. He never had more than 270 value, sold a mudman and a mine in 5, sold 2 eggs in 8. Always in order to push lumberjack early on. And that is very well allowed.
- There is no rule against clogging. This was mostly erradicated with the new map design, you won't find any rules in regards to this in the rule set.
- Kun didn't juggle the king. He was speed hacking the king in order to kill faster and missed it 2-3 times. Also, the King's attack animation was aborted once, because a ballista in focus went out of range for the king, so he auto-switched to a random target. Given your amount of games and current Elo it's sad you can't tell the difference between good (but slightly fail) king control and intentional juggle.
I suggest you get your facts straight and familiarize yourself with the rule set. And then provide proper time stamps and specific rule violations. "He did something wrong between start and end" won't get you anywhere.
While not even putting the effort in to watch the replay yourself, but then making ban requests after failed calls and eventually losing the game is quite the sad move imo.
No rule violations occured, should be denied.

"Selling value at any point in the game in order to stall time and gain advantage on a racing level is forbidden."
How is it not an advantage if you sell to push?
And after all Ballistas were dead he definitely juggled. He autoattacked and still changed target a few times - causing attack animation to stop.

You quoted the important parts yourself.
in order to stall time... on a racing level
He didn't sell on 10, which was like the only race level if you will. You fail sent 6, fail sent 12. There was not much racing going on in this game.
And again, you can't seem to tell the difference between juggle and normal king control. He finished ballista, then killed a few with fast control/shift, then let the king auto-control a few targets and lastly focusing manually again. Going from auto-king to fast control and back to auto-king is not forbidden. Overall he didn't gain any time but actually speeded things up...

There was indeed some minor juggling. It looked like he was practicing speedhacking, however that is not an excuse. You can practice in a single player mode, where it doesn't matter.
For the rest Kreu did a very nice sum-up, thank you for that.
User Kun94 warned for a minor juggle.
Request against Jaesang denied.
Processing.
