ENT does not adjust w/l or elo.

This said, you cannot kick a player because he does not play (in this case, build) the way you want.
You also do not mandate ban durations as you are not a moderator.
Saving the game is also a bannable offense per ENT rules.

This said, the first votekick is abusive and bannable.

There was no communication other than up hp, which he does hold lumber and no indication is given of what presence to upgrade otherwise.
You weren't exactly kind in teaching and were rather rude, I would have ignored your calls as well with as rude as you were. You provided no explanation to other team other than 'he doesn't play in team' and there was no visual representation of that - vk abuse rules also state that there must be clear evidence or an explanation given.

When you initiate a !votekick, you should clearly explain "Who" and "How" the violator is game ruining via all chat.

You are free to refuse to votekick someone when there is lack of evidence/visible rule violation. However, communicate your decision via all chat, too.
If you are unsure that someone on the opposite team is game ruinning, ask the other team for clarification via all chat.

While they did not pursue understanding, you weren't clear and tried to votekick already for him being 'noob' which is a reportable and bannable offense, losing you credibility as well.

krystianpacek should be given a warning ban for not cooperating with lumber and not anything else.
the opposing team should receive a warning to vk a game ruiner - nothing else. there was no real indication that krystian was ruining on their side and no explanation given by OP.
