All these times it looked to me like he wanted to help. I dont see a intention of stealing gold or experience from other players.
And after you told him:

He moved away.
Also red had troubles holding lanes and asked for help, so blue came and helped out.
So despite him stealing creeps he was just trying to be a teamplayer and you make a banrequest, which I do not support.
