Any further thoughts: Both players knew what they were doing decided to play game and both leave since game didn't end on 10 leaving me teal by ourselves. both in chat knew the rule and knew they would get reported and still did it asking for a long ban if not first offense for either player

Generally they are autobanned by the bot based on a formula for leaving games.

In legion td just the first leaver gets the autoban. Afterwards people can leave as the game is already ruined.
