I double checked ban appeals, didn't see any from him within the last 4 pages and day since ban.

He was banned for 2 weeks in first link. Now I see him playing again? Either he's ban dodging, or he got unbanned and there was no appeal, and if that's so then what the hells the point of reporting people if they only dodge it by appealing and getting unbanned just like that?
