As far as I know, he isn't part of the staff. I'll keep it open for someone else to judge if this is enough to be considered as staff impersonation.

Regular users can votekick, which is probably what he meant, so I don't think this qualifies as staff impersonation.

As for the flaming, it's not excessive as to warrant a ban. Thanks for reporting.
