I guess both players have tried to delay the units with antistuck, to get the creeps run away from the king then.

if you guess, then you didnt watch the replay to confirm it. Dont waste mods time. Watch it yourself to confirm that they used anti stuck to delay units. That is your responsibility as a person reporting someone.
