Any further thoughts: Red wanted cross, builds some meat wagons in mid section while he wait for blue response. Blue dont say anything or build anything whole level 1. (He got 0 value and 1-0). Then late on level 2, blue build in his own lane. When he also dont send with team on 3, but sends solo next level instead on 4, we try to kick blue for teamkilling, but purple and whole enemy team refuse to kick. We say in chat loud and clear, that blue is teamkilling with 0 value and 1-0 wisp and dont send together with us, but no one respond whole game, except to ask why and type !afk to see if hes afk or not. We told them why many times. Game end in level 7 with red roughly 1100 value and blue roughly 400 value, where blue take king and dont kill any sends. (Controlling king to lose). We try to kick him every level since we see that he is teamkilling, and we say exactly what he did with 0 value and 1-0 wisp, then solo build with super low value and not sending with team, but no votes. (We sent blood orc early before level 3, so he had a lot of time to send with us). Its worth to mention that blue dont say 1 word whole game, and I dont know why purple defend him "for being new". Ok so being new, gives u permission to not build anything lvl 1, then build solo after there is a cross play in your lane and we trying to tell him what to do, with 0 response. Purple must be friends with blue or something, cause its clearly teamkill what blue did. Ok, I dont want to harass a new player who has no idea what he's doing, but at least he can communicate in chat. I say I will report this game on ent forum, but enemy team dont care when I tell them its 3 days ban for violating rules on not kicking teamkiller/afk player. If building 400 value in your lane on 7 levels after there is a cross in your lane already is not teamkilling, then at least taking king and controlling him to lose is. Please look replay, its only 7 levels. Thank you.

So you finally decided to post this fakeshow violation (nubsEverywhere here):
Basically red starts to build on blue side (without even asking for his consent or agreement), simply builds on blue side and forces him to cross (so 1st rule violation starts here) -> Blue did build on 1 (not sure if it was a normal orc warrior or an upped one, but he did have value on round 1, even if not full value or pushing either) + i did tell red right from the start to build on his own lane since blue wasn't following the cross (but nope, red decided that forcing a cross with wagons was the way to go)
Blue was definitely new as everyone can see (if they actually review the "whole game") - If that protects him? Nope, but if you dont communicate properly, or ask him stuff (like tell him to send on 3), you cant claim he refuses to help/send or play - Did you ever try to tell him what to do properly instead of:
So is this the way you consider communication or teaching him what to do? Not happening at all and after red gets feed from the forced cross, you want to kick blue out (cute ... not)
So basically what you get is:
Red forcing a cross (1st rule violation here), without blue's agreement/consent
Red fails the cross (and doens't try to help blue, by explaining properly what to do - We've all been new players at some point, including me, and unless you clearly explain what you want, aka "build wisps, upgrade lumber" ... you can't expect people to know every term of LTD), and decides, after getting some feed, that now its a good time to kick blue (2nd rule violation)
We send on 3, no1 told blue to send (Mb he should see that we all sent, and should have sent too ... Again mb hes a new player, and got 0 clue what to do ingame, so he doens't send on 3 -> He starts sending when u yelled at him to send, so point proven: While he does solo send, he did send when u told him to).
So considering the fact red broke the rules first, ruining 2 lanes at once, neither you or red tried to help blue properly (and before you go with the "you dind't help either" ... I wasn't the one who tried to kick him so can't rly blame me), and then you simply start trying to votekick him (claiming bullshit reasons, including afk when you could see he wasn't afk), no thanks - im not joining in your votekick abuse.
PS: As if thats not bad enough, you also have to endure this mister "3 days ban for everyone":

Holy christ. Red wasn't forcing a cross at all. Obviously he was waiting for confirmation from blue if the cross was ok. With 0 response, is he supposed to let blue face lvl 1 with 0 value??????

You're so far off dry land as you can get. Red didn't break ANY rules. He's not my friend and i don't know him, but I know that he would sell his meat wagons and build solo if there was ANY sort of communication from blue, showing that he doesn't want a cross. Just 1 unit in his own lane would be enough for red to take the hint, but no. He went to lvl 1 with 0 value. He didnt even build 1 orc like you're saying, so that's complete BS. We tried to tell him to go lumber. How specific do we need to be? "Press town and click the wisp button in left corner". Like that??? At least he was good enough to take king and focus sends last, making sure we never see level 8. I guess you failed to mention that aswell.
This is not vk abusing. If anyone is abusing here, it's you for defending and not kicking a player that goes to level 1 with 0 value and 0 wisp and later build solo, regardless if he is new or not.
The rules are clear. 3 days ban for not votekicking a teamkiller. I dont think its horrible to let everyone know the risk of abusing a free win. Awaiting moderator to have a look on the replay.

Blue was very clearly new. He built just 1 grunt on 1 and 2 although after that he started using most of his gold every round. This by itself is not a legitimate reason to kick him though. It was obvious given his stats and actions that he wasn't ruining the game on purpose but was just new. The correct action is to help him out in the chat. If ignores you and continues to not build or something similar, then you can votekick him.
From the rules:
It is possible to game ruin by being new. In this case, votekick will only be valid if the new player refuses to learn and cooperate. Just because someone is a newbie or bad does not mean he is intentionally game ruinning.
Since nobody tried to teach him he is not refusing to learn or cooperate and the votekick isn't valid.
Looking at red's actions, he immediately forced a cross: not just asking and then not waiting for a response, he built and then commanded blue:
