I see your point, but I don't think he should get banned. (not saying that what he did was nice or good...he was being an ass, but that's not against the rules)
In LoD there are certain glitches that are known and ENT warns its users not to do it

Since nothing like that exists for LTD, I don't see it as his fault. Either ENT has to mention it in the LTD-rules or take the LoD ones out, though only the first option makes sense. Otherwise ENT would treat the LoD-community differently than the LTD-community. I think I saw somewhere that the brouder wanted to remake the geomancer. So I don't know whether ENT is just waiting for brouder to get the fix done or whether you should go ahead to the Suggestion section and ask for this bug to be included in the LTD-rules. That way it can be punished from now on.

Can't really know whether he did it on purpose, can't see your PM and can't ban him for just building a unit. It's not well known yet either that this exists.

And at least he did vote for draw in the end.
