EDIT:

Conclusion:
1) Troll. attempted to deceive players in order to draw. !draw is never mandatory and to say such is bannable.
2) 1234567891 has made reference to ban dodging and should be investigated if such actions are being made. @bezdak
3) Keratos has also attempted to deceive players in an attempt to draw the game.

Players Keratos and Troll. @europe.battle.net both banned 2 days for deceiving players about the rules.
