Zer0_ saying these things was in allied chat. The quotes shown from chat here are not indicative of the conversation.

When I asked the reason for kicking he said "afk". Zer0_ unpaused the game, so clearly not afk. Then he said "ruining", but didn't answer when I asked how he was ruining.

BBQ said the game ruining was "obvious". There was no intentional feed, no item dest., nothing visible from my side of the game. Being low level or getting killed is not reason enough to kick.

If there's no valid reason for kicking, I'm not going to vote. Nor should anyone. If there is a reason, then you should explain it in all chat if asked.

actually everything you just said there is wrong.
You can check his k/d/a ratio and his level from the in game score board. if you do not see him in team fights and he has no assists then its a pretty good indication he isnt playing. He is just moving at the fountain to reset the kick timer.

Un pausing does not mean he is playing

Next if his whole team agrees he is ruining and voting and you hear nothing back from him as an explanation thats is also a pretty solid indicator

Another good indicator was when everyone votes but you and the violator isnt saying anything in his defense

No assists or teamfight in the early stages of the game with doom doesn't mean anything. He could be jungling. Plus that's not entirely the case. He was in team fights earlier on and could be low level from dying.

Unpausing means he's not afk. Afk means "away from keyboard"

Whole team voting means they want him kicked, not necessarily because they have a valid reason. People try to votekick unskilled players often. Doesn't make it right.

See above. Also maybe he doesn't speak english and is new enough to not know that hes being kicked. He didnt say anything in all chat. Still no way for me to know.

I think this player clearly met criteria for game ruin, and should have been kicked, but it often takes a little time and reasoned discussion to convince opposing players of the need (there was reasonable doubt in their minds), and since only one votekick attempt made, this did not occur here.
zer0_ banned 3 days for afk/game ruin.
No bans for failure to votekick.
