Any further thoughts: He informs the other team that Oracle bought a divine rapier, in an effort to throw the game. He also flames lich and tiny all game saying how much he hates them and how bad they are and tries to initiate a votekick against tiny, even tho tiny was not violating any rules.

That wasn't excessive flaming but he did game-ruin for his team by revealing to the enemy team that Oracle has rapier. This would give the enemy team the advantage of knowing to prepare for an attack. He may have done so unknowingly as usually a divine rapier can be detrimental to your own teammates as well but in this case, the enemy team has knowledge of the rapier and would be able to counter Oracle.

Excessive flame + revealing teammates location + item = 5 day ban IMO.
