Any further thoughts: at 2:30 he tosses cent onto a red health sniper and got him killed. at 6:30 he tossed me onto axe and almost got me killed. I was able to get away but then he died to axe anyway. Votekicks were started after each event but nobody on the other team voted to kick and he finished the game 1-18.

this tiny also put himself in bad positions to get killed, definitely a hard ruin

516 tiny tosses cent onto low health sniper (allie) killing him.
920 tosses level 5 allie earth spirit onto level 7 axe.
2105 tosses mag uplane from tower. No reason to do this since there were no scourge creeps or heros there.
Tiny repeatedly ranges far out in lane alone getting ganked and killed. Meets criteria for game ruin here.
oss banned 3 days for game ruin/malicious use of spells on allies.

No bans for failure to votekick. Only two attempts made, early on, and at that point his game ruining was not apparent to opposing players, and those first two tosses may have been viewed as a bad player making a bad move.
