Any further thoughts:
Wanted to steal bot at the beginning of the match (As could be seen by where his worker was headed), but failed in that so he stole mid. Began trolling as well with the stuff he said, and ruined the game due to this.

Altho i can see what you mean, it's hard to judge (or even issue any bans here imo), considering the game gets drawn too fast (and was paused after 20 secs till it gets drawn) - So all you got to judge is him running bot (after it was taken), and apparently heading mid: yet no actions (such as deactivating units, building mid, etc.) to consider a gameruining ban being issued.

I would just leave it as a warning (for future reports), in case hes seen doing it again, to support a trolling attitude: Atm there's not enough evidence to warrant a ban imo

PS: The violator only has 1 civ wars game played (which was this one)

He was most likely a smurf. Lots of people make smurfs for civ wars. Also you could tell he was trying to ruin the game, and troll etc just by the stuff he said in game.

The moderators can check if he has any other alias and confirm it ^^ Honestly with all that i can see (and you as well), there's not enough to warrant the ban: I can agree that he does look like a troll, but only 1 game played on this username, and barely 20 secs of the game (since the rest of the time it was paused), is not enough

There is no rule about lane claiming anyways.
