@Now2 No, that's not true. He can submit players and after that its up to the mod that revive it to decide if he gonna get banned or not. But, yeah you will see that later when a mod looking over it.

I will get you banned =/= I will ban you.

If he said he will ban you, that would imply he has the ability to and considering only mods+ can, yeah, that's impersonating. They will probably just warn him.
