Game didn't start, so he didn't ruin anything. It's not punishable to leave a game before it starts, only if you leave AFTER it starts (in-game).

you dont know sth about rules!!

he could leave earlier then it´s no problem but it was too obviously he wanted to ruin game for others.
(games usually start at 3seconds, you should know it)

denied, i don't think he had intention to ruin like that, more so the game didn't start and no harm was done.
