Your Warcraft III username: HotSauce2k
Violator's Warcraft III username: 000-sexypants
Game name or map name: [ENT] Island Defense #54
Stats page link: https://entgaming.net/findstats.php?id=3157503
Rule player violated: -ar without majority vote
Time of incidents (Note in-game timer or replay timer): right in beginning (more evidence at 05:50 replay timer)
Any further thoughts:

when game started, before picking, red does vote: he gets only 2 yes for -ar, which is obviously not enough to be representative as majority vote.
To eliminate the argument, that he might have voted in the lobby before game even started, please watch replay at 05:50, where he himself admits he had 4 yes-votes, which nevertheless isn*t enough still.

I do not know whether there is a timer when red has to set mode, but others did not answer.

The majority of public ID games have no set mode, the closest comparison I can make is the default mode in DotA if Blue takes no action.

The only chance you have for voting AR/BR besides in the lobby chat is the first few seconds of the game, before builders are available for picking. Pausing helps.

How voting works.
10 players are in the game
If one person votes yes, the voting is as followed: 1 yes, 0 no 10 undecided
If 4 people vote yes, one person no it is as followed: 4 yes, 1 no, 5 undecided
Now if 5 people say yes, 3 people say no, it is as followed 5 yes, 3 no, 2 undecided.

In order for a vote to be a yes, the person must indicate as saying "yes."
Saying "I dont care" or any forms of such go under undecided. For they have not voted.
Undecided does not mean a yes or a no. They are their own category and are still counted towards the group as a whole.

Out of 10 players, there MUST be 6 votes for 60%.

However, I do not play ID, and I shall wait for @Wyldcard and @Plus to make a decision.

If Plus or any other ID mod don't take care of it within the next couple of hours, I'll take care of it after taking a quick rest to recharge my batteries.

I'm actually not sure on this one, particularly because I previously banned someone under the same conditions but it was unbanned because ID doesn't work with regular voting standards, I'm almost positive that if you do not vote for Island Defense modes your vote does not count, and isn't counted toward the end regardless of who voted or not. I could be wrong, but I'll let someone else handle it because I'm unsure.

@H0Tsauce2k We're here to help, honestly this has kind of been in a debate topic for awhile, I was never quite sure, and I went with what I stated above that if nobody voted it wasn't counted, we should define that part in the rules somewhere though, for all game modes, @Art)y Possibly even if it is already stated a certain way could we incorporate into the rulebook that you need 6 votes of the lobby to accumulate 60% or that people who do not vote are not counted, personally I'm unsure which.

There's no clear precedent.
Personally speaking, I think any game modes in the begging of the game should be determined by counting the yes vs the no (there needs to be a clear majority, a tie result in no modes being activated), with a minimum of 3 votes for yes, undecided votes are not considered. Seeing as there is a limited amount of time for players to decide and cast their vote before unit selection begins, this method would probably work best.

As for late game modes like froff and exp (and feeding) you need a majority vote of 60% of the remaining builders, undecided votes are considered as a no.

Have @art)Y restructure this rule to avoid any further trouble (might also want to consider clearly delineating the suicide rule).

Regarding this ban, if 4 people agreed with red's choice of -ar (as stated in the ban request), I see no reason to have him banned.

If you dont vote, your vote doesnt count.

If 3 vote for smth and the rest ignores it, you can do it. Of course person x has to wait a bit to give everyone the chance of voting.

It depends on the mod's preference of how they view ID voting.

However, since red's asking for ar doesn't count towards the vote unless specifically stated that he's for or against, 000-sexypants only had 2 actual votes, and will be banned for 1 day for such.

Asking for the use of command as red does not mean that you are for it.
