Any further thoughts:He has 1.4 apm first 10 mins of game and throughout the rest of the game trolls the entire team. He also steal creeps from allies and some people on other team fails to votekick even after clearly seeing he trolls whole game and ruins it.

@jeosolsalt How exactly does he "troll" your team? Stealing creep kills isn't a ban reason. Refusing to play or afking is one tho and might be what you implied with his low apm.

Can you please give at least one or two time steps or describe how exactly he ruined the game for you?
