Any further thoughts:
He was playing Slark, but wouldn't kick the feeder Jugg, who was esqueletro. He was 0-12 one point, but wouldn't kick. There were other players one Sentinel team that wouldn't kick him, even after he was 0-5. Their whole team actually.

I haven't seen any "INTENTIONAL FEED" by Yurnero. Yes,he fed but he didn't feed on purpose. He was joining clash but probably he always dies in every clash.I still have no idea why he sold he's items but after he sold his items I still didn't see any intentional feeds & game ruining there.
He seems to be new at playing DotA just looking to his KD.
Well,about Arachne he decided to not to votekick Yur because he knows that Yurnero is new and is not intentionally feeding & game ruining.
Rule:It is possible for a player to ruin the game by both being new and refusing to learn. In this case votekick may be used but it is up to the players in the game to decide

So you're telling me that going 0-12 is not considered feeding, and the fact that the opposing team is taking advantage of this clearly, is still not worth banning. Wow, isn't that quite a way to play a fair game now is it? There are such things as AI Bots maps where people can play, and as well as just playing the map by itself to learn as well. If you're learning the game by dying too many times( which by the way is feeding still), and ruining the game at the expense of others, then it's probably acceptable to get votekicked. And seriously? You really think dying 12 times in a row is still not feeding, right...

0-12 is considered as feeding but all of the deaths can't be considered as intentional feeding or feeding on purpose such as suiciding,giving gems,sentries etc etc. to enemy.
You can't blame Yur if he prefer to play DotA with people than playing with AIs.

I know that 0-12 is actually so excessive but just like I said he didn't feed on purpose.

It still doesn't change the fact that it pretty much ruined game play for my team, and Slark took advantage of the fact that he was new and got big after feeding on Jugg. So either way, it still is ruining game play. Why is that not even taken into consideration at all?

That is written in the Game rules.
Okay let's say that he pretty much ruined the game.But,it's still slark's decision to not to votekick Yur that really didn't ruin the game on purpose.
