In the end we did better and he started to cooperate and even talk again. We won. But between level 4 and 9 it really looked like intentionally game ruining.

you either send bowmen alone because you're noob or because you want to throw a game.
he is no noob because on the first game on this account (https://entgaming.net/findstats.php?id=5192304) he know commands and such.
so I must agree with your theory... started rough and lost morale... then things got better and he changed

up to admin to decide how bad this was... personally I would light-ban / warn

Reviewed, he did send solo for a couple of levels but it didn't change the outcome of the game. Banned 1 day as a warning
