I found his other Civ Wars games:
http://storage.entgaming.net/replay/vie ... 961063.w3g - Calling rest of team noobs, flaming, bad english knowledge talking in Spanish
http://storage.entgaming.net/replay/vie ... 911876.w3g - Not joining game
http://storage.entgaming.net/replay/vie ... 904190.w3g - Flaming, bad english knowledge, talking in Spanish
http://storage.entgaming.net/replay/vie ... 903473.w3g - Flame again, know just few words in english, talking in Spanish

This guys is flamer, he calls other players noobs in almost every game, isn't cooperating and he is still losing games for some reason.

Since the replay is boken, we can't issue a ban in this game [ENT] Civilization Wars #91 (https://entgaming.net/findstats.php?id=5962583).

You could simply avoid flamers by using the !ignore <name> cmd or /squelch <name>.
