Violated Rule(s): DID NOT STATE GAME MODE IN LOBBY WAS GOING TO BE -AP. HE WITHHELD THE INFORMATION UNTIL THE COUNTDOWN AT 2 SECONDS REMAINING. THEREFORE NOT ALLOWING PLAYERS CHANCE TO LEAVE LOBBY. THEN REFUSED TO DRAW IN GAME. 2 PLAYERS ON EAST DID NOT KNOW IT WAS -AP MODE UNTIL IN GAME.
Time of Violation (in-game or replay): Lobby and refused !draw in first wave.
Any further thoughts: This is nothing short of game ruining. He was unable to fill lobby by properly and clearly stating game mode as per forum rules in pregame lobby. So he tried to cheat his way into an -AP game mode by stating last second before game launched.

@hungry_hippo2 For future reference, as Owl said, drawing/refusal to draw is NOT bannable; HOWEVER, telling the lobby that it is, is bannable.

iiillilillliii @ Europe banned 24h for wrong mode (announced it several times, but not when lobby was full - announced mode to "full" lobby with only 2 seconds on countdown which is insufficient, in my opinion).
