Violated Rule(s): Where to even start, clearly an account for purposes of Game Ruining, Trolling etc..
Time of Violation (in-game or replay): Wasting his RS (7:50 mins), wasting team-mate's RS (Through shared control - 26:56), abusing vote-kick (3:38, 11:24, 12:35) trolling (Whole game, see chat)...
Any further thoughts:

Wasted his RS, controlled and wasted RS/ruined for Jonny (We were sharing control to sync units), troll/flame talk to us, built randomly, no proper communication. Jonny and I did not know better, presumed he was noob with 0/5, but in playing with him it's clear he's an account for intentional ruining and did so for us - see replay. Talking Maphack etc.. just making things up to provoke us further, then he exploited votekick many times to prevent us even trying to kick him. This guy knew what he was doing, knew the game, just an account for purposes to ruin and exploited just about every trick to do so. Even if you ban, he will probably just create other accounts - but even if so, then atleast this account banned - for sake of the other players too from his previous 5 games and any others who may not be aware and end up in it's teams.

Time-stamps, multiple things, but a specific would be wasting his RS and wasting Jonny's RS. When he wasted his was around 7 to 8 min mark. He wasted Jonny's RS end of Round 2, when we lost the game around when Jonny said 'omg'.

Troll votekicking jon at 3:38.... again at 12:35...

8:35, 10:56 racism, baiting, random provocation and seeking to cause fights and confusion in our team. Would've been worse had Jonny and I not known/played with each other before. So we knew it was he mucking up, stirring pot, making stuff up and not either of us. Abusing votekick to block us from votekicking him, but his first use of votekick from him was random and unprovoked - you see he was trying to target Jonny, with his abuse.

I now know how to report better and in retrospect Mr.evil broke many of the rules ingame. But rather fixing the above and re-pursuing old news, I'll leave it. But I bump this thread incase any others come across mr.evil and experience similar trouble - hopefully that can encourage them to submit their own reports about him, knowing he's done these things before.
