Violated Rule(s): refusing to heal, not listening to us when we say to push/that he should build near wall, threatened to not send for 17 because we had mentioned reporting him for breaking rules, etc.
Time of Violation (in-game or replay): At about 10 mins we start asking if he speaks english since he still hasn't spoke to us, at around 11 minutes is when he fails to use his heal on the king.

Missed heal shortly after 10:44. I was on the team. Red was refusing to cooperate throughout the game (sending dino 3, building in middle of lane, etc.), and only sent 17 under the requirement that I not report him.

He had a delayed heal and felt treated unfairly, hes game wasnt the best. Sure. But he didnt broke rules in a way it would warrant a ban.
