After reviewing:

This seems to be the only instance + saying "lets rosh" is not an exact call of ghosting, however he said this on global chat, when sent was roshing, so i'd move with a warning/short ban, considering there was no impact and it was a 1 situation only.

After watching the replay, i don't think his intention was to ghost info.
I believe he was just trying to "troll" the enemy team, since they had lost both top and mid. They also lost the 2 towers at the crystal, and crystal itself had 900 hp left.
Which clearly did NOT allow for them to gang at rosh, because in matter of seconds the crystal would fall from the creeps.

He also has a very good history, with nothing other than autobans due to d/c in over 850 games.

I think a warning would be too much.
